A printed act of the Confederate States of America Congress with a handwritten order of Brigadier General Elkanah Braken Greer attached. The act repealed certain draft exemptions. The order provides for the detention of persons claiming exemptions under section 2 of the act. The order was signed by William Stedman.

Brigadier General Elkanah Braken Greer was born in Paris, Tenn., on Oct. 13, 1825. He entered the Confederate army in May 1861 and eventually became chief of the Bureau of Conscription for the Trans-Mississippi Dept. of the Confederate States of America.
